Those who collect euros from the beginning will remember what happened with the 2 Euro coin commemorating Finland 2004 "Enlargement of the European Union to ten new Member States". Although its volume of issuance was 1 million pieces, the fact that a large part of them went into circulation has made it a highly quoted piece, since uncirculated coins, the one most demanded by collectors, there are many less. Its price currently exceeds 40 euros, provided that the piece has not circulated.
That said, I warn you that something similar may be happening with the 2 Euro commemorative coin of Finland 2019 «Constitution Act of 1919», of which 500,000 coins are announced as maximum emission volume.
The fact is that this year Finland is having great problems for the issuance of currencies, it has a tender contest for the minting of these, but for some reason I do not know, it does not finish moving forward. Today we have no official information on when and how the 2-euro commemorative coin will be distributed, but alarms have jumped in recent days, when several Finnish citizens claim to have found the currency in the exchange, a fact that has unleashed a multitude of rumors in the numismatic world, before the possibility that they leave mixed as in 2004, with the consequent problem to obtain them without circulating.
Other sources suggest that the sale of the coins will be carried out by international distributors, not being able to obtain as until now in the online store of Finland's own Mint.
The point is that there is nothing clear yet. To try to put some light on this issue, I have asked several questions in official bodies of Finland regarding this issue, which I will transfer if I get any clarifying answer.

Unfortunately, at the moment, the euro coins in question are not available for purchase. The procurement procedure of collector coins (including coin sets) is still ongoing at the moment, and it will be determined during the end of the year, whether the coins will be available for purchase.
