Following a UK mintage review in 1994, the need for a £2 coin became apparent. A consultation process was carried out with the vending industry, citizens and special interest groups. A new design for the back was needed and it was decided to call a competition open to the general public. The winning artist, Bruce Rushin, a Norfolk art professor, based his design on a series of concentric circles that recount, through symbolic devices, technological development from the Iron Age to the Industrial Revolution and from the Age of Computing to the Internet.

An appropriate inscription for the border had to be chosen before the recommended design could be submitted to the Chancellor of the Exchequer, and then to the Queen, for approval. The words that were ultimately chosen were taken from a letter written in 1676 by Isaac Newton to fellow scientist Robert Hooke, in which he acknowledged his debt to others: "If I have been able to see further, it is because I stood on the shoulders of giants." ».

Originally the intention was to issue the £2 coin in November 1997 and millions of coins with Raphael Maklouf's portrait of the Queen on the obverse were minted for its release. However, the vending industry was concerned ahead of the air date. Production was suspended while further testing was carried out and resumed in 1998, with the new portrait of the Queen done by Ian Rank-Broadley on the obverse. The £2 coin was finally released on June 15, 1998, when millions of both versions were put into circulation.
