On the 14th and 15th and, subsequently, on December 16, 1921, the inhabitants of Sopron and Brennbergbánya, belonging to the municipality of Sopron, and eight other neighboring or nearby towns (Ágfalva, Balf, Fertőboz, Fertőrákos, Harka, Kópháza, Nagycenk, Sopronbánfalva), had to decide in a referendum whether they wanted to belong to Hungary or to join Austria. The plebiscite marked the final stage of a protracted conflict over the affiliation of Western Hungary, the result of the division of territories after the First World War. As a result of the referendum held in Sopron and the surrounding settlements, the Inter-Allied military commission returned Sopron and the eight surrounding settlements to the Hungarian state on January 1, 1922, in accordance with the Venice Protocol.

This referendum earned Sopron the epithet "Civitas Fidelissima", the "Most Faithful City". The Hungarian Government declared December 14, the first day of the referendum, Loyalty Day.

To commemorate the centenary of the referendum, the Bank of Hungary (Magyar Nemzeti Bank) has issued a silver commemorative coin with a 15,000 forint face and a cupro-nickel version with a 3,000 forint face.

At the top left of the obverse is the portrait, in a rectangular frame, of Mihály Thurner, the mayor of Sopron who played an important role in the preparation and conduct of the referendum, and in gaining the support of the local and national population. The inscription "THURNER MIHÁLY" runs vertically from the right of the portrait. The portrait is surrounded by the inscription "A LEGHŰSÉGESEBB VÁROS SOPRON" (The most faithful city, Sopron), which runs from the lower left corner to the upper right. The mintmark "BP." it is located near the lower right corner of the portrait, with the inscription "MAGYARORSZÁG" placed underneath. On the right side of the obverse is the Tower of Fire, the symbol of Sopron, in a square frame, together with the designations "15000" or "3000", and the inscription "FORINT".

The reverse honors the memory of the Sopron plebiscite. It shows a representation of a group of voters in a square-shaped frame, which is inspired by contemporary footage. The historical Sopron coat of arms is located above the representation, on the left side. The inscriptions "CIVITAS" and "FIDELISSIMA", as well as the years "1921-2021", are located to the right of the shield, in three lines. The year 1921 refers to the year of the referendum and the year 2021 is the year of minting which represents the year of issue.

In the lower right corner of the reverse there is a representation of a ballot paper stamped at the time of introduction into the ballot box, with the name of the country written in Hungarian, German and Croatian: "Magyarország", "Ungarn", "Ugersko ». The mark of the engraver and designer of the coin, Tamás E. Soltra, appears on the border in the lower right, above the representation of the urn.
